I have held this up a little because I have been rather busy; and I wanted to think over this proposal.

We cannot object to the proposal contained in paragraph 2 of (1), but what we have to keep in mind is the standard of nursing and the training of nurses in Hong Kong, which largely depend on the Nursing Sisters recruited from this country. But the proportion of posts of Nursing Sister that would be taken up by this class of trainee would be only something up to one-fifth of the cadre of Nursing Sisters.

The O. A. G., however, does suggest that these locally trained European nurses "might possibly be eligible for transfer to posts in other Colonies", probably after further training in the United Kingdom. This raises a difficult question, because it is unlikely that other Colonies would be willing to receive on their establishment Nursing Sisters whose
